The Federal Plant Variety Office has been responsible for developing and coordinating the Gene Bank for Vegetatively Propagated Ornamentals since August 2012. The goal is to establish a cross-border decentralised subnetwork with genus-specific collections and inventories of vegetatively propagated ornamentals. Currently, four subnetworks are being developed.

Since October 2016, the hydrangea subnetwork has been coordinated by the Botanical Gardens of the Technical University of Dresden. The hydrangea collection of the Technical University of Dresden is based in Pirna-Zuschendorf. With approximately 800 accessions, which represent around 480 species and varieties, it is the largest hydrangea collection in Germany.  The other partners are the Böhlje tree nurseries, Bremen Botanical Gardens and Rhododendron Park and ProSpecieRara Germany. The pelargonium subnetwork has been coordinated by Andreas von der Beeck since 15/12/2017. The partner organisations include the Botanical Gardens of the Technical University of Dresden, the Dresden University of Applied Sciences, the Julius Kühn-Institut (Quedlinburg) and ProSpecieRara Germany.

In addition, the lilium and erica (not hardy) subnetworks, founded at the end of 2017 and in early 2018, are being developed. The subnetworks are coordinated by Stefan Strasser (lilium) and Helmut Hiedl (erica).
